Swansea and Cardiff gaols took on the main roll; however, there was still a small gaol at Usk that continued to serve the community up until 1922. With the increase of crime in the late 1930s the authorities came to the conclusion that they needed to house the younger criminals away from the influence of adult criminals. The young men being gaoled by the courts, it was decided, had to work within the community and in so doing they would repay a debt to society.
